The Cultural Services is a division of the French Embassy in the United States. [It] provides French and American artists, intellectuals, arts professionals, and the general public a platform and resources for cultural exchange. It is dedicated to creating transatlantic dialogue in the arts and education from French and American perspectives. What's the big deal with using proper apostrophes?

Those headings would look better with less line-spacing. Also, there are little type styles that really lend themselves to being used in multiple lines of small-sized underlined all-caps. Extrabold Moderns are not among those.
